If you want to understand how a whole industry was created by the 9/11 "truth" movement to steer people towards disinformation and away from Dr Wood's evidence presented in her book and her and Dr Morgan Reynolds' separate 2007 Qui-Tam whistleblowers cases against 23 NIST subcontractors, who wrote fraudulent scientific reports, then you MUST read Andrew Johnson's two books, Finding the truth and Holding the truth.

My personal opinion is that it was electromagnetic field confinement. It could lead to a localized field envelope where EM energy density is extremely high, creating a bubble of elevated energy pressure within a narrow spatial zone. This would not be an air pressure bubble, but a field pressure envelope.
If I was trying to take out some very prolific buildings, I would focus the EM field to about the width of the building and deploy it from above which might leave visible clean-ish holes in some buildings if I didn't get the field depth correct.
If a powerful focused EM field created a plasma envelope it might leave signatures that similar to that of LENR aftermath
A pulsed and tuned EM field capable of disrupting that magnitude of structural steel, concrete, etc. could create a high pressure bubble & it could disrupt multiple different hurricane feedback mechanisms like updraft, pressure symmetry and rotational coherence.
It would require a certain kind of core to produce LENR signatures. Or one could alter the Pons-Fleischmann setup and figure out how to direct the EM field. That might work
